That spring is connected to 'earth' (effectively the chassis) at one end and the plastic lever connected to the release handle at the other. It's clearly broken so you'll need another one.
Back in 2013 I did a 'how-to' on curing a faulty release mechanism with lots of pictures, which sadly have timed out or otherwise vanished from the internets. Here's an annotated image showing the spring location, it's called the release spring in the picture:-
You need to remove the panels under the fascia above the driver's shins to gain access, even then it's a tight squeeze under there.

The pic above is very handy. The parts diagrams aren't clear where the spring is positioned and as I found it down in the foot well by the accelerator and it's the handle that's loose assumed it had come from directly above.
There's a chance the cable may have popped out of the handle. If it has the easiest access is via the dashboard end panel, hidden by the door when it's closed. Pop off the cover, remove the small fuse panel (careful, it has live terminals) and reach in.
Sounds all is fine apart from the spring. When removing the lower fascia panels take note of how they clip together. There are ventilation ducts moulded into them and they join with clips. Also you'll never get all the spongey foam insulation back in the same place, at least I haven't managed yet!
I'm assuming your 209 will be the same as my 203 in all this as they're built on the same platform. I can't imagine the bean counters allowing anything else
This image is mainly about the ratchet sounder , but shows how the springs fit. Have a look at my recent posts about this pathetic parking brake design (and repair) . If it's passing the MOT ...fine. But unless you have been inside the rear drums in the last decade be prepared for a bit of work to be done soon.
Replaced the little spring this afternoon. Took about 5 minutes. Then about an hour wrestling to get the plastic cover back in place and fitting the fascia panel!
