I'm sorry to say that your chances of getting the cars details from CCTV are zero. In 2006 I had a car written off by a lorry wheel that became detached from the lorry and smashed into the back of my car which was stationary in a traffic queue on the exit slip on the M4 J4 (heathrow). I was told that they don't actually record the CCTV and only monitor it live for incidents. Don't hold out hope of finding the other car.
