its quite safe to punch a hole in a diesel fuel tank as diesel wont ignite with a spark at atmospheric pressure, I would like to see a theif try to punch a hole in a petrol tank with a lump of steel!!!

when you dispose of a car they have to drain all fluids in the recycling plant, they have a brass shot that goes into the tank to drain the petrol, brass doesnt spark so its safe,

bloody annoying though, they may only end up nicking £5 of petrol put think of the cost of replacements tanks, repairs etc, I wonder if they target cars which show the amount of fuel on board when locked???
