weird mark

What could cause this?:

2 inches long, white halo above wheel arch below my petrol cap.

Paint is not broken, no dents etc. Car garaged, no bird ****.

"Appeared" sometime in the last 2 weeks when car has hardly moved.

I take it its a respray job dieselman?
