Definitely NOx canister for 'recreational' drug takers i.e. typically druggies with jobs who don't like to call or acknowledge themselves as druggies.
Hadn't seen them before until I went to London in August for a wedding. Around the Hackney, Islington, Stoke Newington area they were almost literally piling up in the gutters. Hundreds could be seen looking down almost any street.
Since then, outside of London, I've noticed the odd one or two, but damn unlucky to get that through the tyre!

Air gun is fine to use to undo and do up as far as I am aware - just needs torque-ing correctly for the final part of doing up.

That's assuming the air gun isn't over torque-ing? Which is the concern.
