The prefix denotes a G Wagen origin and European too, but I can't find an extact match for the last few digits? Maybe Steve (MBenzNL) or someone else here can help more.

463 820 10 89 Europe G-Wagen

463 820 15 89 Europe G-Wagen

I believe that both a Canbus versions but again I would get this confirmed.

*edit* also found some info that mentions the lack of speed pulses, best get this checked too with someone more "in the know" than me.

Can you get a picture of it?

An easy way to tell is look for the TV button. Its blank on a USA comand. Not sure about Japanese ones though
