Banning is probably not the answer here. Someone who is happy to do all that doesn't seem likely to suddenly develop a conscience and start obeying the law.

But we can't do anything else with them because it might upset some.

They should just be spoken to a bit more harshly, sat on the naughty step for 10 minutes and then it needn't be a concern anymore as I'm sure he will never do it again.
