    Some questions about my new-to-me S204 C220CDI

    Your towbar is removeable, but looking at the rust you may have a hard time removing it. The blue bit should push inwards and then rotate about 90 degrees, which releases the towbar. You may need to take the bumper off and soak the complete mechanism in releasing fluid.

    What is the mileage - on my W204 250 CDi at around 100k miles the engine started to become more audible at speed and under acceleration - fault was the engine mounts. Replaced both mounts plus the gearbox mount and normal service was resumed.

    OM651 Oil leak

    Had the same thing on mine - due to a cracked oil filter housing. Indy in Totton quoted 2 hrs for the change - total bill was under £300 IIRC

    To test a radiator for leaks obtain a known serviceable bicycle inner tube, cut it in half and connect to the inlet and outlet of the radiator, then pump up the tube to a known pressure ( about 14 psi max).     The early 220 had a single turbo (OM 646 engine I think) - the later OM 651 220 was twin turbo

    Does the area get hotter than normal, although the bubbling if caused by heat it would normally look more like blisters?

    Just trade your 220 in for a 250 CDi - you get 204 BHP and 368 lb (500 nm) of torque, without needing to remap. Mine now has 135k miles on it, pulls like a train from just above tickover and returns over 50 mpg. I have had no issues with the car in the 5 years and 100k miles in my ownership...

    You’ve been framed

    As OP says - you see driving like this everyday. I thought initially the driver was texting as it was the classic wandering you see all the time, but now I think it was driver tiredness ( or drugs affecting ability and judgement). Thankfully no-one was hurt but it could have caused a pileup.
