dremel

Can anyone recommend what to use to clean rusty nuts, bolts and clips in and around the engine bay? Also in the centre of the V6 engine block there's an exposed metal part that looks corroded what can I use on that? I have contemplated using a Dremel but I don't know which attachments to use...

Just interested to see if the membership have any thoughts as to whether the dremel range is worth the (fairly significant) premium over generic multi-tools, like the Clarke ones etc. wanting to do some very minor sanding/rubbing down of areas showing some rust/stone chipping in order to treat...
