hose or idle

My merc Vito 110 cdi starting running on idle mode today (only reving to 3000 and no power. I had a quick look and found this hose lying loose in the engine bay. Anyone know what the hose is? I think it runs from the back of the engine then round the right side of the engine (as you look at it)...
