fault codes w639 2004 2502-002 and 2199-002 Y74 and Y94 not working properly, short circuit to ground

I've got these two fault codes, 2502-002 and 2199-002 short circuit to ground for quantity control valve and pressure control valve. I am following the Haynes repair manual tests and I don't have any voltage going to either, resistance is ok between the connectors and the cdi control unit. No apparent wear on the cables. Don't get any voltage on pin 28 or A4 of the cdi control unit when cranking engine. (vito cranks but wont start). Any ideas? I've tested the voltage and ground on the cdi control unit, all ok

What are the fuel rail pressures,
with ignition on,
then while cranking?

Haven't got the means to test this but I unscrewed one of the fuel lines going to the injectors and no fuel coming out

Possibles,
faulty fuel gauge, unlikely.
Lift pump,
fuel filter,
HP fuel pump.
