PH often has these type of very cheap cars.
Usually they are scams and the advert is removed.

Funny old thing, I saw that and my first thought was too good to be true = SCAM. I bet if you emailed the seller they would be in Germany/Cyprus and the car is with them but a UK car and surplus to requirements... blah blah blah.......
