I always understood the term "throttling" to mean an internet service provider restricting bandwidth as part of a contended or shared service from a local exchange. I would imagine electricity supply at a local level is also a contended or shared service so why would a Tesla owner expect to hog more than their fare share of electricity just so they can use their car.

Based upon the article, throttling is referring to the reduction in charging rate to protect the battery (or reduce degradation) rather than to ensure an equitable split of electricity supply for all users in the area.
On that basis Tesla owners are complaining that their battery capacity has been negatively affected by the software update, as has the charging rate, rather than complaining that they should have a greater share of the electricity supply.
