Tyre spec does not match

I have 2009 C200 CDI Sport. Currently the spec of tyres fitted is 225/45 R17. I checked inside the fuel cap and was astonished to find that it lists tyre size to be 195/60 R16.
I am looking to replace the front two tyres, should I change all 4 as per spec listed inside the fuel cap?.

Totally confused, any advice will be greatly appreciated.

All the factory fit wheel and tyre options are normally listed inside the fuel flap and, in this day and age, it’s very unusual just to have one. Can you post a picture of the sticker inside the flap?
 
Before you go any further try to understand (google ) what the numbers mean on the side of a tyre, Obviously 16 inch tyres wont fit on 17 inch wheels. Then look in the owners manual and inside the fillercap for the correct size to fit to 17 inch wheels. I suspect the tyres you currently have are correct but you should confirm.

As your vehicle is a "Sport" model it will have been supplied with the larger (17 inch) wheels and the wider and lower profile tyres. It may also have larger brake discs fitted that need the larger wheels for clearance

Some cars also have a staggered set up where the rear wheels and tyres are wider than the front.

The handbook normally lists all of the wheel size and tyre size combinations that were available from the factory.
 
I'll take a guess that this car was originally sold as a blue efficiency model which fits with it being a 2009. Blue efficiency models were the only cars fitted with 195/60/16 tyres. They did it to lower the official emissions figure for road fund tax purposes. They did sell models with wider tyres but with higher emissions and higher tax brackets. Strickly speaking fitting wider tyers may not be legal. I know for a fact that my 2009 would have been in the next road fund tax bracket if fitted with even 10mm wider tyres. I doubt many owners take it too seriously though.

The only other possibility is someone changed the fill flap.

As far as I know, cars are being taxed based on their emissions when new, and you are not required to pay additional VED if you make aftermarket changes that increase emissions, such as fitting wider tyres (nor can you pay less VED if you fit thinner tyres etc). It may sound a bit arbitrary, but this is my understanding of the VED rules.

Yep sounds like it is a C200 CDI BlueEFFICIENCY Sport which has been fitted with the 17" wheels that were standard on non-BlueEFFICIENCY models. I think I remember reading that some dealers would actually supply them like that, which was a bit dodgy but as above not actually illegal AFAIK
