Anyone knows what this is? I'm thinking its some sort of breather for the fuel system? Seems to be weeping oily substance is this normal?.
Should it be attached to anything?
Think its to do with the evap system, and it might fit on the white part .You can see the other side goes to evap canister .This is my wing replacement picture .

As already mentioned its part of a legacy fuel tank purge system which was vacuum operated. By the time the w124 E 220 came out it was replaced with an electrically operated solenoid valve which is normally mounted on the inner wing it will have an electrical connection and pipework from the inlet manifold and one leading to the charcoal canister under the wing. Here is a picture of one in W210 but should look roughly the same they often have MOT written on them. EVAP VALVE | Engine

They all do. Some models have the vent directly off the modulator valve, others like this 220 have a short length of vacuum hose between them.
The bulge at the end should have a fine mesh screen inside to stop dirt getting in, it links to the modulator valve that sits infront of the passenger side strutt mount. You might find yours is hidden by the wiring harness as it runs down the inner wing.
