permits

I'm going to a friends graduation tomorrow, and was checking Streetview in the hope to find somewhere to park... I noticed a Motorbike parking lot just in front of the hotel, which is great... problem is, it says: "M/C Permits Only" Any ideas as to what this means? Am I right in believing...
