SCN coding can be done by anyone with genuine STAR and online subscription. This means MB dealers, and some independent specialists.

However, you are in Germany, right? I am not sure that a UK forum is the best place to look for recommendations for garages in Germany...

SA code needs special permissions, as its adding a code to the VIN, In the UK I know Comand online can do it.
