It's actually a good thing:

I got a PCN some years ago after parking legally (or so I thought) in Pay-and-Display bay - having bought a parking ticket from the machine - and it turned out that it was in fact the first place in a restricted Resident Parking bay after a very long Pay-and-Display bay.
The car behind me was slightly protruding forward and covered the thicker white line separating the two different types of bays.
So well done Canterbury, and let's hope that Westminster learn something from them.
