free hose/idle mode.

My merc Vito 110 cdi starting running on idle mode today (only reving to 3000 and no power. I had a quick look and found this hose lying loose in the engine bay. Anyone know what the hose is? I think it runs from the back of the engine then round the right side of the engine (as you look at it). Anyone know what it is and would it cause the idle mode.
