Just goes to show that the government are only bothered about collecting revenue from those that they can get it from and dont give hoot about those they 'cant trace'. Pathetic.

I would add that ANPR is the antidote - targetting the underclass (and oddly enough, those who try the "swap numberplates" scam) and hitting them where it hurts.

Mind, saying "there are others who get away with this offence" isn't much of a defence in law...

Does it also work when the number plates used are perfectly valid plates, just from another car?

Although this may sound pompous,society depends on people supporting the rule of law. It would probably be good for everybody to get 2M cars off the road - a pity the ANPR cannot be accompanied by a mobile crusher. The motoring underclass is actually part of the large social underclass they appear immune to ASBO's and any sort of detention or community order. This is an exasperating problem which permeates many parts of society with no-go areas, juvenile crime, violence and many people feeling unsafe and at risk. My liberal brain at times wants to give in to a less liberal heart.
