How to remove spare wheel well 'under tray'?

Hi,

I need to clean under the under tray that sits under the space saver spare wheel. How do I remove the middle 'screw' thing without breaking the clips?

It looks like there are some things to pry/bend and slide the screw out, but it's cold and I think the plastic might be brittle, so thought I'd ask here first.

I removed the screw - simple, push the pin at the back to the left (last picture), and then slide it out (pull it towards you).

However the tray itself doesn't come out, seems stuck down. I thought the screw might have been 'pinning' the under tray down.

Does anyone know how I can do that?

To explain: I had the trim off for a few days and some water got in, with the snow/wind. I wanted to clean/dry under it. Alternatively, if it's stuck down then I don't really need to worry about water getting in there, so no problem.

Edit: I found the attached picture online, and it looks like it's stuck down
