Just read this

I suspect the only way for young drivers to get started is to get a job with a company car , or driving a van , and build up a few years experience before getting a car , and insurance , of their own .

Many insurers will take incident free years driving company vehicles into account , plus they will no longer be a 'new' driver at that point .

It seems that the article is about prices quoted, rahter than prices paid.
How many of those quotes are wildly speculative enquiries, e.g. people aged 17years are enquiring about insurance on a BMW 335D or an MB C63...

I cannot imagine many company cars/vans being made available to 17/18 year olds - In my day (back in the 1980's/90s') we had to be 25 years old to use the company vehicles, and over 30 years old to drive the BMWs.

Buy the insurance monthly seems to be the way. The first year is the choker, but finding a low insurance group car (5 or lower), adding your parents etc as named drivers. All helps.

My Sparkies lad-17 passed last week, hyundia I10 - 2k worth paid 1250 last week West yorkshire Wakefield postcode.

Under or around £100 a month isn't bad going (I mean it's horrific, but....)
Black box / GPS tag is almost always necessary and a good idea in all honesty for da yoof.

I've known of plenty of new drivers of that age getting straight into works vans etc , not at all unusual , especially for large firms or public services who self insure .

Access too a vehicle isn’t the the same as having a dedicated company car in the eyes of the insurance company - it’s like being a named driver. But time passes, so you are no longer a new driver. TPFT used to reduce the cost, but now it seems to have a higher premium.

One of the 18 year old that work in our shop paid £1250 for his 2014 1.2 Corsa insurance!.....He could have got it a for a bit less....but his dad also wants to be able to use it and he was worried his dad might ruin his record with a black box fitted!!...
...but now he's also just bought a 1991 Mazda MX5 (Miata) import.......but thats "only" costing him £500!!

Recently paid just under £2k for my 18 year old grandson on a 1.0 fiesta no black box as my daughter is a named driver. Ascot Berks

How old was the Fiesta...?

Seems to be cheaper than it was 15 years ago!! When my eldest daughter passed her test at 17 the cheapest quote i could find was £1800 - Was it for a Mercedes SLR ? Nope it was for a 1995 Nissan Micra 1.0L .... There was a dangling carrot though, if she didn't have to claim or have a claim against her i got a refund cheque for £600... I got my cheque.

some relativity, 1985 i passed, bought an 850 mini for £120 and insured it for <£400. I was at the time earning £40 a week.

So 3 times my wage to buy and 10 times to insure.

You were done......3.0 litre Capri, it was 1985 and I was 18........£140. Tbh that was probably only third party fire and theft though. I never bothered with fully comp until I was about 30 and the cars were worth worrying about!

I had a work colleague (18 or 19yo) pay £5k for her first year insuring a bmw 1 series from early 2000s (in Essex tho). This was end of 2022.

My Sister's daughter has just paid £3400 (insurance) for a 2016 MG3 which we picked up for £900, ridiculous 🙄

I passed in 1975 and for a while just drove my parents cars - a 1970 220/8 and a 1972 Ford Consul ( same shape as Mk 1 Granada ) - on their insurance , cost to add me as a named driver - NIL , not even an admin fee . That was with Prudential , which all my dad's haulage fleet was insured on as well .

Best of all , my dad had an account at the local petrol station , so I just signed for fuel and never had to pay for it , unless I was filling up away from home . We had our own Diesel pumps in the yard for the trucks and plant , but all our cars were petrol back then .

In 1982 I bought my first car with my own money - the 1957 Ponton 219 - and took out a Classic Policy for it , which was £48 with a limit of 3000 miles on it . As I still had access to numerous other vehicles , the mileage limit wasn't a problem .
