Leaking / Weeping steering rack. - MoT Fail?

Hello.

My steering rack is leaking on one side and the leak is escaping the dust cover boot and I am probably topping up about 100ml a month.

So I know this leak is the seal is inside the high pressure system and needs specialist disassembly, seals replaced etc. by a refurb mechanic.

But until I get it done will it be an MoT fail or Warning?

The steering is quiet, efficient and not stiff or noisy or anything. There are no signs from the way is drives that there is a leak, just evidence of a leak
on the wheel arch liner and boot has drips etc.
 
From the MoT tester's manual

"Power steering fluid leaks should only be rejected where a component, joint or seal has failed."
