They would not.
Driving through our village this morning at the 20 mph speed limit there was a group of the Lycra brigade right up my chuff clearly wanting me to go faster.
As for the moron that is suggesting a 10 mph limit - they need mental help as a matter of urgency. I can't think of an easier way to dramatically increase emissions for as long as IC vehicles last.

The lycra mob meet up at the entrance to our estate before heading off as a group onto the countryside B road to slow all other traffic to a snails pace. As the wife was driving out the other day and had to pass them, a few of them proceeded to fumble inside their lycra shorts looking for their cocks and head behind a wall to relieve themselves, she was not impressed at all. No manners on the road or in life it seems?
