Just found this on the VOSA website
Section 7.1 – Exhaust system
The major change in this section is that a catalytic converter missing becomes a reason for rejection. This is likely to be a major factor for some vehicles first used before August 1995 that only require a non-cat emissions test, but were originally fitted with a catalyst.

That regulation is for cars that were factory-built with cats before the legal requirement for them but are now missing for various reasons (economy, performance, cost of repair etc).
 
Yup as Shude said.

It looks like older cars that were quite legal with their standard cats removed before will now fail the MOT. I hadn't seen this particular angle to the new regs. mentioned before.
 
hmmm the sad reliatity is that the guy struggling to make ends meet has an old car. he has got rid of the cat for economy reasons as he couldnt afford a new one. he has been driving around for 10 years without the cat, and overall keeps his car is nice clean condition. it fails the MOT because of the decat. car is worth nothing so it is scrapped. Guy then takes out a loan and buys a new/newer car. result is car that is fine in reality gets crushed. another person with a debt that they wouldnt of had otherwise. Good for the country?
