Silicone does not damage rubber......unlike petroleum grease (like Vaseline).

Silicone anywhere near a tyre is a no no as far as I am concerned. It has the propensity to migrate. It may feed the rubber, but it is like greasing brake shoes to stop them squealing, not a good thing.
 
I've used it in sidewalls with no issue...even on motorcycles....if it does get on the tread it's worn of pretty instantly. New tyres come with silicone on the tread....it's part of the "release agent" that's sprayed into the mould to help get the tyres out of the mould.....that's worn off within a few rotations.

Each to his own, but I will not be spraying silicone oil onto my tyres.
