no communication

Mercedes B 180 2015
I'm working on a Mercedes B 180 2015.. after taking transmission out it was send to repair, it took over a month to come back from the repair and the car had been sitting outside,battery disconnected.. now after putting transmission back there is no communication with ecm and other control modules,and a lot of codes about can bus. All fuses and relays are okay,the only worry i have is that the enginebay fuse box, fuses f212-f215 are only getting 6v while others are getting near 12v. Car is not starting, probably because it cant detect any gear and is stuck on neutral. Does anyone have any idea how to go on?
 
Usually, communication faults can be down to a dodgy battery.
i tried with another battery and no change. any other ideas to try out? I looked at the circuit diagrams and decided to measure the ecm F connectors voltage coming to pin 2 which is the ground and pin 5 and 15 which ones should be positive but there was no voltage coming to pin 15? it appears that when i measure pin 15 to ground it shows no voltage but when measuring to the positive terminal it shows 12v.. how is that possible when it should be positive?
