I think you need to go into settings and turn off the frequency lock (think it's called that?). It will then vary the frequency as you travel around.

Are you talking about the frequency drifting or the volume?

The RDS will try to find the same station from a list of local transmitters broadcasting it, and hence allow you to get around signal blocking by hills, buildings, distance etc. If RDS is turned off, that would explain it.
If everything is setup as it should be, it may be your active antenna is not getting power, so there's a significant reduction in signal from the antenna.

Could it also be the antenna amplifier playing up? I believe it's in the top of the tailgate on a S203, I've seen threads in the past about this being a problem child - I bought a new spare cheap on Ebay "just in case" when I had my S203, it's still gathering dust in my garage if you find you need one!
