Assuming you could contact the registered keeper the registration would need to be returned to the DVLA, a new registration issued for that vehicle and then a transfer arranged to you assuming that the DVLA didn't want to auction it.

You can sell any plate you have on a car that is registered to you directly....it does not need to go back to the DLVA...you can download the forms, pay the fee ....job done....even a complete bog stock plate that came with the car can be transferred if you want. If its a private plate that's transferred the original plate will be reallocated.....if its just a normal plate then another age related plate will be allocated. Just remember that you cant fit a plate to car that older than the plate....only the other way around as you are not allowed to make a car appear newer than it is. I sold a plate that came with one of my cars (just a normal 1992 J reg plate) to a lady I met in the street because she liked the fact that it had her initials and house number. Was all done within a week... another J plate reg was allocated to my car. Very occasionally the local DVLA office might want to see the donor car....but that rare.
