I rather wonder whether, the motorway illuminated signs not having indicated anything amiss, those drivers had just passed an exit which they could perfectly safely have taken, only to find themselves stuck in the jam two hundred yards later.

Exactly that happened to me a few years ago on the M4 heading down to Bristol. It took me about two extra hours, most of which I could have saved if only the signs had warned of the jam. I wasn't pleased...
