W124 Whining on lock to the right

I have a 1992 300CE and am experiencing a whining/scraping noise on steering lock to the right. Discs and pads have been replaced, removed and re-fitted but a specialist cannot find the fault - any ideas??

Sure its not your power steering fluid being low?
