W639 Vito Rear seat will not recline

My dualiner has the comfort rear seats, the outer two work perfectly but the middle one has a stick seat belt receiver and the lever is not doing anything. Probably something simple but cannot see how to get to it all!

I am new to Vito's so is there a guide of how to get to the internals of the middle seat, guessing some plastics have to come off but if anyone has any links to videos or guides would be most appreciated

Take the seat out, is it a 2+1? You should only have to take the back off in order to see the belts, take your time as its not a hard job but its fiddly.
