If i put a restrictor into my coolant pipe would it make the water move slower or would it just increase the pressure and still move the coolant at the same speed ?

It would move slower. The water pump is a flow not a pressure device.

That sounds good, i hope by reducing the speed it will heat the coolant more

This is the function of the thermostat. If your car is running cold then there is something wrong with it.

Right, but the stat was tested and then the rad was clamped just in case and still it stays cold............ I'd sound funny with the druggies asking for volume wouldn't i ..
