Boost pipe. It’s the output of compressed air from the turbo to the intercooler. The other pipe of a similar size a bit to the right is the boost returning from the intercooler to the intake manifold via a throttle body you can see in the picture

It’s quite usual to see a little oil in the turbo output pipe, but if it’s really oily inside the pipe you *may* have a problem with the turbo. Just saying.
