What is this???

Nothing wrong with the principle of an electric supercharger (I think they are likely to appear on mainstream cars in the future). Whether this particular add-on one delivers what it says ... who knows?!

Is it just a "placebo"?

It's a load of nonsense, is what it is. Look at their claims "To cool air effectively you need to do two simple things: compress it and move it" and also " air molecules are drawn into the fan at such speed that they are fractured and compressed, making the air denser and allowing more flow into the same area – a three way air cooling process"

Air occupies a specific volume. This volume is inter-related with pressure and temperature. If you squeeze air into a smaller space the air gets hotter. This is easily demonstrated when you pump up a bicycle tyre. The harder you pump, the hotter the air gets and the hotter the hand pump gets. Maybe the company is getting confused with the fact that air expands when it gets hot and contracts when it gets cold or something.

And somehow moving air cools it? No, not really. Air that has been moved won't get colder unless it passes through some cooling medium. Or maybe the engine is experiencing some wind chill effect on it's skin :D

I don't think I'll even start on the "fractured air molecules bit" ...
 
My old MG Maestro:crazy: used to have a device similar to this fitted as standard.
The air cam in through a pipe in the grill, then went to a fan like is fitted in this, then into the inlet manifold.
 
Looking at the design, it just appears like a "RAM-AIR" type of Cold Air Intake assisted by an electrical fan.

In principal, it would probably add a little bit more noise so as to give the psychological feeling of being faster!! Maybe the odd extra oxygen molecule would assist the combustion process as well.
