Saw a car local to me the other day with a reg that was just 4 numbers. The reg had no 0's or o's just like 2285 or something???

I went to look at a one-owner 2011 Landcruiser today. 75K miles - very nice. The service book was stamped up (almost) to the recommended schedule, but never once had the car visited a Toyota dealership. All the stamps came from the same Indy. Does that strike anyone as a bit odd?
