After rebuilding the engine and having to get a new starter motor im very close to getting the car started, the timing is set, it is fireing now which it didnt before but just wont start up.When turning the key to start the cold start valve makes a sqealing noise, is there any way of finding if it is working properly and could this stop the car from starting up.

A squealing noise isn't right, it should just open.
Is the engine spitting back as it fires?
If so the mixture is too lean probably due to the cold start valve. Try squirting some petrol dwon the inlet manifold when turning the engine over. If it spits back and sets light just crank the engine again to suck the flames in.
This should fire it up if the problem is fuel related.
