Your generic OBDII is not the best tool for this job. You really need to get the car on STAR, or at the very least on iCarsoft or similar.
 
That’s easy said than done I don’t have the funds to get one never mind know which is the best to get

The most commonly used MB scanner by DIY enthusiasts is the iCarsoft MB V2.0 or V3.0.

It's your choice, obviously, but keep in mind that buying and fitting parts on the odd chance thar it'll fix the problem isn't very affordable either.
 
I get your point and have looked at those scanners but would like one that does more than 1 car. To be fair this is mr First MB as I’ve been BMW for years and never had any issues at all but I’ve had my fair share with the C class and it’s not hot high miles either

I believe that @KillerHERTZ can provide a discount code for iCarsoft. They do a multi-brand model as well.

Its certainly worth looking at. I would take the rear section exhaust off and actuate the flap. Watch it move (or not) an see if it has full movement.

Fault codes are only 50% of the information. You can chase your tail with fault codes.
