air con 320e

I have a 1996 320e. and have had it for about 6 months. I think I love it. However, air con or climate control is driving me mad. It never seems to get cold enough. I took it to a local garage and as usual they said it needed gassing. So £70 later it was gassed. But it still does not get that cold. It cools the car, but other cars I have had had real cold air coming out of the vents. Anyway, I went through the forum ad I see that the fans are supposed to come on. Well on mine they have never been on even after a run or when very hot outside. The engine temperature has always stayed stable. I tested the fans by bridging the plug to the temperature sender and they both come on. The air con pump continuingly cycles on and off. I see from the forum the there is a sender that turns the fans off and on. Is there a way of testing that and what sender am I looking for.
I hope someone can help, even though the weather is starting to cool I still want it to work.
