Eco mode lights on but is there a time limit when this kicks in as thought was to kick in when parked at traffic lights is it me got the wrong end

When the ECO light is green, the engine should switch-off when the car is stopped, kept in gear (or D), and the foot brake is applied.
When the ECO light is amber, nothing will happen because the battery is charging.
When the ECO light is off, the Stop/Start function is either turned-off, or it's faulty.

If the engine has stopped under stop/ start mode, it may restart if the conditions are no longer met
It'll more likely to just be charging, if you use the car in traffic most of the time it'll need a short run to charge it up, happens on my A class quite often.
