Brake disc advice

Could be paint, is he one of those people who have sprayed the disc without masking up the main surface area?
If they are new he should have a receipt.
I also agree the line is just where the pad has left a watermark after washing.
 
As said the inner face of the front discs will be in way worse condition than the outer face . This car needs new discs and pads all round, if it has drum parking brake system budget for that too when replacing the rear discs.

These were off the front of my C55 some time ago , the outer face on these (no photo) look in better condition than the ones shown in your post.

Thanks for the replies. I've been told that the brakes are new, anything between two weeks and two months, and it's just surface rust. Maybe the fault lies within the photograph.

Check the reg and previous MOT history. See If it was mentioned the last few years.
