These things are a total curse.
Not my words but those of Plod attending the scene yesterday when Mrs B got embroiled (only as a witness luckily) in a multi car accident caused by one of these damn things and idiot driver.
On a fast unobstructed A road she sees one of these poxy scooter things covered in one of those plastic tents coming out of junction on other side of road without any pause and directly into the path of a Fiesta.
Fiesta brakes hard and tries to avoid but clips rear of scooter and punts it onto verge, complete with contents being a very large bloke who ended up pinned, wrapped up the the plastic tent thing and in a pretty poor state.
Van behind Fiesta manages to stop but then gets rear ended bigtime by a following HGV. The whole lots end up scattered across road and car in front of Mrs B. ends up in a bit of a mess having gone onto the verge to avoid and clipped some solid roadside object in the process.
Much drama follows.
Surely such things should not be used on road? Oh no.
Despite the fact that they have a top speed of 8 mph, no insurance requirement, no need for driver training nor any form of eyesight test can be used the public highway.
Now cannot be used on Motorways but otherwise the DfT says the only restriction is that they:
"....should not be used on dual carriageways with a speed limit of over 50 mph. If they are, you must have an amber flashing light for safety reasons. It is advisable that you have an amber flashing light when used on all other dual carriageways."
(Oh and helpfully points out that users should travel in the same direction as other traffic....)
