Dipped headlights

I have a 59 plate ML63 AMG. The dipped headlights turn on then both flicker off. I have tried changing the bulbs with still the same problem any advice?

Are they the correct spec bulb and decent make ?
 
Correct spec. They're xenon bulbs. Original currently fitted. Same issue on both driver and passenger side.
I only suggested it because when I changed my Xenon’s on the E class , I tried a cheapish make first and they did that flicker and turned off . When I put Osrams in there were no problems .
Hopefully someone else will be able to help with suggestions.
 
Is the main beam working OK? And how is the battery voltage?

If both lights behave the same, I would look for a common component, possibly water ingress into the ECU / Front SAM or the wiring loom. You'll need to check for fault codes using STAR (or iCarsoft).

Main beam is fine. Also side lights are fine. I need to check the battery voltage today. The car is old so it could be water ingress. Could it be the ballast or ignitor? The passenger side seems worse than the drivers if that makes a difference.

Water ingress through the scuttle is a common issue, especially if the drain pipes are blocked, or if there are leaves and debris in the scuttle. Also, the scuttle can rust if the water does not drain away.
