electricts or fuses

In my 2001 c220 cdi merc the front and back fog lights, side lights,electrical mirrors, front light washers and dash lights don`t work but when i turn the switch onto the head lights prosistion the head lights and full beam work as well the dash lights come on. I`ve looked at all fuses and they are all fine. In the fuses diagram it says (electrical) what does this mean and how do i fix it. Any advice is most welcome thank you
