What did the "refresh" consist of? Filling refrigerant should not affect the heater fan operation. Sounds like the regulator (if not the AC control unit or motor brushes gone, was this with automatic AC?).

Can you get the fan back by bashing the controller? Does it sometimes vary in speed randomly?

I've had two issues with the fan in E class 210

1) Brushes worn down in motor - got a new motor from a scrappy -easy to change, and relatively easy to inspect but a certain amount of dismantling required
2) Dodgy contacts in the control unit (random speed varying, bashing can make it come back. Solution - remove control unit, dissassemble control unit (take off snap on covers, pull printed circuits apart where the fit together via a push connector, reassemble, reinstall). There seems to be problems with the push connector that just reseating it seems to cure. I've had this one on two separate cars now.

I had a bad regulator on a W210 when it was less than a year old and the symptoms where the same. Makes it a bit more difficult then to say where the fault is. Eventually the regulator got short-circuited and it remained at full speed even with ignition off.

Barry search e bay fan speed regulator.
