Yowzers, poor bloke. Authorities really need to clamp down on this, but I bet they'll say they haven't got the staff available to investigate etc so the onus falls on the innocent parties involved. Fair play to Lancashire and Greater Manchester police for trying to deal with it.

In any other situation the authorities would be facing repercussions for half-assing the investigation - why should this be any different? Include a picture of the driver in the NIP and the problem becomes far more straightforward; maybe throw in a 5 year driving ban for anyone caught trying it on.
