Private Firms Profiting from Driver Awareness Courses? Surely not...

Someone has to run the courses. Mine was led by an ex army driver who had attended the necessary courses.
People have to be paid, companies have to have insurance etc. I doubt the Government could run them any cheaper.

You're missing the point. It would appear that there's approximately £1.9m of revenue generated that was supposed to have been spent on "road safety", yet is (allegedly) in the trousers of a few people instead.
