I know this story comes from the Daily Wail and therefore is of dubious provenance, but there has long been suspicion that Driver Awareness Courses benefit ex-Police officers rather more than the attendees: Ex-police questioned over £1.9million paid by motorists on speed awareness courses.

Someone has to run the courses. Mine was led by an ex army driver who had attended the necessary courses.
People have to be paid, companies have to have insurance etc. I doubt the Government could run them any cheaper.

You're missing the point. It would appear that there's approximately £1.9m of revenue generated that was supposed to have been spent on "road safety", yet is (allegedly) in the trousers of a few people instead.
