Vehicle "General Operating Permit"??

Found an intresting phrase in the latest owner's handbook......

"Modification work on the brake system and wheels is not permitted, nor is the use of spacer plates or brake dust shields. This invalidates the General Operating Permit for the vehicle."

So what is this General Operating Permit and how does it impact the owner if he undertakes said modifications?
 
All cars are certified by the maker that the car has been built to the laws that exist for that country. This is all taken into account when the car gets it N cap ratings and its EU type approval certificate

In the event of an accident and wheel spacers, MB could wash their hands with the whole thing saying that the car has been modified. and you would lose any claim for damages, if stopped and examined your car could be taken off the road if such things as spacers are fitted,, I do not think that they ever are, but that could happen
