w124 problems help needed

the ignition lock on my 1995 e280 has seized, i have stripped every thing down to get to the barrel. i have also got a new barrell from the dealer to fit the key. i understand i have to get the lock in position 1 to remove it, however as it is seiezed i cannot turn the lock with the key in but the front face of the lock does spin on its own (the two small holes do line up to extrct the clip). i have tried to depress this clip but have so far failed. also around the barrell there is a black metal shroud, does this come off first or with the lock and how do i go about drilling it out... i cant move the car because the steering lock is on and the car is stuck on the driveway where recovery trucks cannot access.. any help pictures illustrations etc would be very much appreciated as the car has been off the road for 3 weeks now, the wife is using my w140 600 coupe and i want it back...... thanxs.
 
You should have the key in the lock to get access to the clips? HAve you made up a tool as shown in the haynes manual (I think) - I made mine out of a metal coathanger cut to length and then filed the ends down. If you insert the tool into the new barrel you will be able to see how far in it needs to go to depress the lugs - then mark the tool with a file so that you know it is doing its job - then just tug it will all come out together.
What seems strange to me is that you can get access without it being in position 1?
