W205 under seat - is there cover?

Random question: went for service today and on way back dropped something under the seat. When went looking noticed all wires and I could swear never seen it before this way and that there was a panel covering under the seat.

So question is: should there be a panel or am I losing my mind?

Ok so it is the first time in 2 years I noticed this

They're normally covered with a black cloth bag which is attached to the wiring loom.
